The Act 181/Future Land Use Map Working Group was created to provide input in the development of the new Regional Future Land Use Map.

Future Land Use Maps serve as a guiding vision for how our community will grow and develop in the years to come. They help inform zoning decisions, infrastructure planning, conservation efforts, and economic development strategies.

FAQ

In 2024, Vermont Passed Act 181 to encourage new housing by reducing permitting requirements (known as Act 250) and directing state funds to areas that are planned for growth. CCRPC is working with each municipality in Chittenden County to recommend where to make it easier to build housing and businesses, and where to prioritize other land uses like recreation and agriculture.

No! This is NOT a zoning map, and has no regulatory effect on zoning or development. A Future Land Use map doesn’t directly change zoning classifications or affect existing property rights, it serves as a guide for future development. It is a broad overview of how land should be used in the future, not a zoning map or regulatory document.

This 5-minute video and this 3-page graphic summary provide an overview of the process.
This detailed list describes each land use category.

There are no direct consequences for not meeting housing targets.

FLU is more of a long-term vision, while zoning maps are the current, legally binding framework. The FLUM is used as a guide for policy making, while official zoning maps are actual policy documents designed to achieve a preferred future.
